Clinical Manager

EMC Behavioral Health is seeking an experienced, licensed behavioral health professional to join our leadership team as Clinical Manager. This is a hands-on clinical leadership role for a professional who can successfully bridge clinical excellence, staff supervision, quality assurance, compliance, and day-to-day clinical operations. Reporting to the Clinical Director, the Clinical Manager will provide leadership across EMC locations while helping ensure high-quality, compliant, and client-centered behavioral health services. The Clinical Manager will serve as a licensed supervisor for clinicians requiring supervision and provide oversight of QMHP-supervised case management services. The position also partners closely with operational leadership to strengthen clinical workflows, staff performance, client access, and service delivery.

What You’ll Do

• Provide clinical supervision, coaching, and leadership to assigned clinical staff.
• Oversee case management operations and support QMHP-CS supervised services.
• Monitor clinical documentation, TCM services, BIRP/CM note quality, supervision requirements, and service-authorization alignment.
• Partner with case management leadership on case review, staff development, and quality assurance.
• Support documentation reviews, quality-management activities, compliance reviews, and audit readiness.
• Provide consultation regarding complex clinical situations, risk management, case management, and level-of-care decisions.
• Partner with operations leadership to improve client access, scheduling, intake processes, and workflow efficiency.
• Monitor clinical and operational performance indicators and recommend opportunities for improvement.
• Support onboarding, training, coaching, and professional development of clinical and case management staff.
• Participate in interdisciplinary meetings, organizational initiatives, crisis response, and incident-review processes.
• Support organizational compliance with applicable HHSC, DFPS, MCO, TRR, TAC, HIPAA, and related requirements.
• Maintain active licensure and clinical competency through continuing education and supervision practice.

What We’re Looking For

Required Qualifications

• Master’s degree in Counseling, Social Work, Psychology, or a related behavioral health field.
• Active Texas LPC-S, LCSW-S, or LMFT-S license in good standing.
• Minimum of three years of post-licensure behavioral health experience, including direct clinical work in community mental health, Medicaid-funded, or similarly underserved care settings.
• Experience supervising clinicians or leading clinical teams.
• Working knowledge of case management/TCM service delivery and QMHP-CS supervision requirements.
• Knowledge of Medicaid, MCO, and behavioral health compliance requirements.

• Preferred Experience
• Experience coordinating with case management or QMHP-CS staff, clinical or clinic operations, intake and scheduling teams, audits and compliance reviews, quality improvement initiatives, EHR systems, operational metrics, and workflow improvement is preferred.
• Candidates with demonstrated knowledge of co-occurring disorders, crisis stabilization, trauma-informed care, and Texas community mental health systems are strongly encouraged to apply.
